The Watcher is only mentioned during the fellowship’s quest, so it’s fair to assume that it wasn’t present during the time of Eregion. Also, I think Gandalf might have sensed it himself if it were a Maia.) It was likely either bred by Morgoth, or perhaps it was one of the lesser Maiar that followed Morgoth (though I don’t think it’s likely that it was a Maia, since I feel like the balrog wouldn’t take kindly to another Maia being nearby.
